A restriction on your user ID, usually triggered by a burst of requests in a very short time. Your connection is unaffected. It behaves like a firmer version of the rate limit and often needs support to clear.
The restriction is attached to your VFS account, not to your connection. Switching network, browser or device changes nothing — the account is what is limited.
VFS has tied the restriction to your user ID rather than to your address. The wording differs from 429202, but the practical position is the same: the account is what is blocked, so changing network or device achieves nothing.
In our own observation this one follows bursts — many requests compressed into a short window — rather than steady heavy use over a day.
Most of these codes are survivable. What turns a pause into a real problem is the reaction to it.
Error codes aside, the usual reason people are on this page is that they have been refreshing the calendar for weeks. That is the thing these limits are reacting to, and it rarely works: on the routes we watch, an opening appears roughly once in several hundred checks, at no predictable hour.
We watch it instead, and book the moment one appears. You pay after the appointment is confirmed — if nothing opens, there is nothing to pay.
