The block is attached to the address you are connecting from. That is why signing in again, clearing cookies or using a different browser changes nothing — all of it still arrives from the same place.
It is also why it is often not personal: shared office networks, mobile carrier gateways and VPN exit servers put many people behind one address. Someone else's behaviour can be what tripped it.
Most of these codes are survivable. What turns a pause into a real problem is the reaction to it.
Error codes aside, the usual reason people are on this page is that they have been refreshing the calendar for weeks. That is the thing these limits are reacting to, and it rarely works: on the routes we watch, an opening appears roughly once in several hundred checks, at no predictable hour.
